Abstract

AI systems are now sufficiently advanced enough to perform the majority of mechanical software development work. Writing code, generating tests, analyzing diffs, and executing plans can be done at speeds that exceed traditional team processes by orders of magnitude. The constraint in modern development is no longer technical execution, but human coordination.

Guided Intelligence is a new operating model designed for this reality. It defines how engineering teams structure work, make decisions, maintain safety, and preserve human oversight aimed at achieving 10× throughput with agentic AI. The model is built around three roles: Planner, Builder, and Reviewer, each paired with AI agents and a continuous, non-batched pipeline that moves work from intent to production with minimal delay. A layered safety system, combining AI tests, human semantic review, canary deployment, monitoring, and a continuous PAT (Product Acceptance Testing) process ensures reliability without sacrificing velocity.

This whitepaper introduces the core principles, roles, flows, safety mechanisms, severity model, and domain structures that enable AI-native teams to operate with both speed and stability. It outlines why legacy Agile and DevOps processes fail under AI acceleration, and provides a blueprint for teams seeking to transition toward an AI-integrated engineering workflow. Key Terms

GI (Guided Intelligence): The operating framework. A structured, AI-native engineering model built around continuous flow, layered safety, and human semantic oversight.

HIL (Human-in-the-Loop): A principle and responsibility model where humans provide semantic judgment, constraints, and contextual decisions while AI performs most mechanical execution.

Team: A GI Team consists of Builders and Reviewers. Individuals may belong to multiple GI Teams. The Planner oversees the entire Domain rather than any single Team.

Domain: Represents the entire semantic surface a Planner oversees, comprising all capability and layer tracks and the cells they form across the product or system.

Track: A one-dimensional lane of responsibility within a Domain. Capability Tracks correspond to product capabilities, and Layer Tracks correspond to technical layers.

Cell: The intersection of a capability track and a layer track.

Flow: The continuous, non-batched, core pipeline of the velocity model.

Shift: Structured HIL role that defines who holds responsibility at each stage of the flow. Shifts define boundaries, prevent role bleed, and ensure clear semantic ownership at every step.

Semantic Work: The primary human contribution within GI. Humans evaluate meaning, correctness, intent alignment, trade offs, and domain invariants rather than mechanical implementation.

Mechanical Work: Work that can be executed deterministically by AI: code generation, refactors, boilerplate, test creation, formatting, and structured analysis.

Intent: The primary input to the GI Flow. A structured statement of what the system should achieve.

Execution Plan: The AI-generated plan that bridges Planner intent to Builder execution. It outlines steps, constraints, scope, contracts, and success criteria.

PAT (Product Acceptance Testing): A continuous, asynchronous validation layer that performs exploratory testing, regression verification, invariant checking, and system-level validation outside the main flow.

Severity Model (Sev1–Sev5): The standardized classification system for bugs, regressions, and system anomalies:

Ring: Canary deployment stages. Ring 0 = internal validation environment; smallest blast radius. Ring 1 = limited real-user exposure before general release.

Invariant: A condition, rule, or system property that must always hold true within a domain. Invariants define the non-negotiable behaviors, data relationships, contracts, and assumptions that protect system correctness.


1. Introduction & Problem Statement

Software engineering is entering a structural transition. For two decades, productivity gains came from better tooling, infrastructure, and incremental refinements layered on top of Agile and DevOps. These improvements increased efficiency, but they did not fundamentally change how work moved through organizations. Human execution remained the dominant cost; coordination rituals determined the pace.

AI breaks this equilibrium.

Modern agentic systems now perform most mechanical engineering work—writing code, generating tests, executing refactors, analyzing diffs, and performing structured operational tasks at a velocity that exceeds human-centered processes by orders of magnitude. The bottleneck is no longer implementation. It is the human coordination overhead: planning, batching, and the human latency of semantic review.

AI exposes a mismatch between capability and process. Pipelines optimized for human speed become drag factors when execution happens in seconds. Agile artifacts like tickets, tasks, sprints, multi-stage review gates were designed to stabilize human work at human velocity. When AI accelerates the execution layer, these stabilizers reverse polarity and become bottlenecks.

This creates an unexpected paradox:

The more mechanical work AI performs, the slower the surrounding human processes become in comparison.

Without a new operating model, AI-generated velocity collapses into PR queues, coordination bottlenecks, rework cycles, or quality instability.

Guided Intelligence (GI) addresses this new constraint. GI is a Human-in-the-Loop, AI-native framework that restructures responsibilities, flow, and safety around the reality that humans now supply semantic judgment, and AI supplies mechanical execution.

The core premise:

If AI performs mechanical work orders of magnitude faster, engineering productivity becomes a function of human semantic clarity, not human labor volume.

This requires rethinking the development lifecycle:

  • how intent is expressed,
  • how plans are formed,
  • how roles are defined,
  • how flow is structured,
  • how safety is enforced,
  • how domains are architected, and
  • how validation evolves.

This paper explains why legacy Agile processes break under AI acceleration and presents an operating model we call Guided Intelligence that allows teams to achieve 10× throughput while increasing stability. GI is not a marginal enhancement to Agile. It is the shift from a human-executed pipeline to a human-guided, AI-executed one. The constraints have changed; the operating model must change with them.


1.1 Why Agile Breaks Under AI

Agile was built for an environment where humans performed nearly all engineering work. Its rituals stabilized human execution. When AI absorbs the mechanical layer, these stabilizers become bottlenecks.

  1. Agile is batch-driven; AI is continuous.
    Sprint cycles and QA phases delay work by design. When execution is near-instant, batching becomes the dominant latency source.
  2. Agile assumes humans are the slowest component.
    Standups, grooming, and planning exist to synchronize people. Under AI acceleration, these meetings primarily create drag.
  3. Manual decomposition becomes redundant.
    User stories and task breakdowns were needed when humans translated requirements into code. AI can generate scaffolding and test plans directly from intent.
  4. PR queues collapse under AI velocity.
    AI can produce large diffs rapidly; human review cannot scale proportionally. Throughput collapses to the slowest Reviewer.
  5. End-of-sprint QA no longer works.
    AI-native development requires continuous, asynchronous validation—not late-cycle batch testing.
  6. Agile scales with headcount; AI scales with capability.
    Adding people increases coordination drag. Improving AI agents increases execution speed. Their scaling curves diverge.

The structural conflict:
Agile assumes code output is scarce and human time is the bottleneck. AI-native development flips both: output becomes abundant, and semantic review becomes the limiting factor. Adding AI to Agile produces a mismatched system that cannot stabilize or scale.

The process itself must change. GI provides that change.


1.2 The New Constraint: Human Coordination

When AI accelerates execution, the limiting factor shifts from coding to the human activities around coding:

  • intent clarification,
  • architectural alignment,
  • semantic review,
  • cross-team negotiation,
  • handling ambiguity and edge cases,
  • managing dependencies and invariants.

Execution becomes cheap; misalignment becomes expensive.

  1. Coordination dominates when execution is fast.
    Waiting for a Planner, Reviewer, or cross-team approval now overshadows execution time entirely.
  2. Misalignment propagates faster.
    Ambiguities amplified by rapid execution cause large, fast failures.
  3. Semantic decisions become the true bottleneck.
    AI handles mechanics; humans handle meaning. Throughput depends on semantic clarity.
  4. Traditional role chains amplify latency.
    Product → Engineering → QA → DevOps handoffs create queues that AI cannot compensate for.
  5. Reviewers become the system’s governor.
    The slowest Reviewer determines the throughput of the entire team.

Implication:
Improving execution speed provides no benefit unless coordination overhead is reduced and semantic clarity increases. GI is built around this principle.


1.3 The Need for a Post-Agile Operating Model

AI-native engineering requires a transition from managing human execution to structuring human semantic oversight. Agile was built for the former; GI for the latter.

A post-Agile model is necessary because:

  1. Code is no longer the long pole.
    AI generates code, tests, and refactors rapidly. The process must optimize semantics, not mechanics.
  2. Coordination overhead becomes costlier than development.
    Sprint planning, task breakdown, estimation, and QA cycles dominate latency.
  3. Quality must be enforced continuously.
    Validation must shift from end-of-sprint to always-on, invariant-driven, ring-based assurance.
  4. Human roles must be redefined.
    Engineers transition from doers to semantic overseers: Planners, Builders, and Reviewers.
  5. Architecture must evolve for accelerated execution.
    Clear domains, contracts, and invariants prevent fast execution from creating systemic fragility.

Underlying issue:
Agile’s stability came from coordinating human effort at human speed. When execution accelerates by 10×, those cycles become artificial constraints. A new operating model must:

  • eliminate batching,
  • clarify semantic roles,
  • maintain safety through continuous validation,
  • and support rapid flow from intent to release.

GI is the successor model.
Not an extension of Agile, but the operating system for AI-driven engineering.


2. Core Concepts of Guided Intelligence

GI is built around four foundational ideas:

  • humans guide, machines execute;
  • semantic work becomes the limiting factor;
  • batching must be eliminated in favor of continuous flow;
  • 10× velocity emerges from reducing coordination overhead, not increasing raw output.

These concepts establish the operating assumptions for all roles, workflows, and safety mechanisms in GI.


2.1 Human-in-the-Loop (HIL) as a First Principle

In traditional engineering, humans perform both the semantic (judgment, decisions, intent) and mechanical (implementation, scaffolding, testing) layers of work. AI makes this structure obsolete. The core principle of GI is that humans no longer execute most of the work. Instead, they guide, constrain, and validate it.

HIL in GI is not about “humans approving AI output.” It is a structured responsibility model:

  • Planners set intent, constraints, and architectural boundaries.
  • Builders supervise AI execution and maintain fidelity to those constraints.
  • Reviewers perform semantic approval and protect domain invariants.

Humans intervene where their judgment is irreplaceable; AI handles everything that is deterministic. The goal is not to remove humans completely, but to separate humans from the work that no longer requires them.


2.2 The Shift from Mechanical Work to Semantic Work

In an AI-native pipeline, the nature of human work changes. Mechanical tasks such as coding, test writing, refactors, formatting, migration move to AI. What remains is the semantic layer: determining what should be built, why it matters, how it fits into the domain, and whether it preserves system integrity.

Mechanical work becomes cheap. Semantic clarity becomes expensive.

GI orients humans around:

  • interpreting ambiguous requirements,
  • defining boundaries and invariants,
  • resolving trade-offs and edge cases,
  • performing semantic code review,
  • maintaining domain integrity over time.

This reorientation shifts the bottleneck from implementation to understanding, and from volume of output to correctness of intent. It also radically changes the profile of engineering work: fewer executors, more stewards.


2.3 Continuous Flow vs. Batching

Batching is the default mode of Agile: sprints, release trains, QA cycles, PR queues. These structures stabilize human-paced work by delaying it. When AI executes instantly, batching becomes the primary source of latency.

GI replaces batched movement with continuous flow:

  1. Planner defines intent →
  2. Builder executes with AI →
  3. Reviewer performs semantic approval →
  4. Auto-deploy to Ring 0, then Ring 1
  5. Continuous PAT validation.

Work moves immediately to the next step as soon as the current one completes.
No sprint boundaries.
No release windows.
No “waiting for QA.”
No PR queues.

Continuous flow keeps the pipeline full and prevents human coordination from dominating system throughput. The model assumes work should be moving at all times unless halted for safety.


2.4 The 10× Hypothesis

The GI framework is oriented around a north star goal:
Enable a 10× increase in engineering throughput while maintaining or improving stability.

This is not because AI writes code 10× faster. AI writes code 100× faster. The 10× comes from eliminating the surrounding human overhead:

The hypothesis is:
If mechanical work becomes nearly free, the only way to achieve 10× velocity is to redesign the coordination model around semantic clarity and continuous flow.

The purpose of GI is not to promise a specific multiplier but to create the conditions under which an order-of-magnitude improvement is achievable as AI capabilities continue to advance. GI shifts the limiting reagent from engineering labor hours to semantic clarity, reviewer capacity, and system safety, variables that scale more cleanly than human mechanical execution ever could. In this sense, “10×” is a statement of direction, a target architecture for velocity**,** not a marketing claim or fixed performance output.


3. Roles in the GI Pipeline

GI organizes engineering work around three structured Human-in-the-Loop (HIL) roles—Planner, Builder, Reviewer—supported by a continuous validation function (PAT). These roles are not job titles or seniority levels. They are semantic responsibilities within a continuous pipeline designed to maximize AI execution and minimize coordination drag.

The clarity of these roles is the mechanism that enables continuous flow.


3.1 Planner (Architect)

The Planner is the semantic entry point of the pipeline. They translate intent into constraints, scope, and domain-aligned direction. Their primary artifact is the Execution Plan, which guides all downstream AI and Builder activity.

Responsibilities:

  • Interpret ambiguous intent and express it with crisp boundaries.
  • Define architectural constraints, domain invariants, and integration surfaces.
  • Collaborate with AI to produce the Execution Plan.
  • Clarify what “good” looks like without dictating mechanical implementation.
  • Ensure the work fits cleanly within the domain without cross-team leakage.

The Planner does not:

  • Perform granular task breakdown.
  • Write scaffolding or boilerplate code.
  • Dictate the step-by-step sequence of mechanical work.

The Planner sets the semantic frame that the system operates within.

Human Dimension:

The Planner role is fundamentally a thinking job, not a production job. It attracts engineers who enjoy systems reasoning, architectural judgment, and shaping the long-term coherence of a domain. The Planner’s work is meaningful because it defines the semantic boundaries the entire team operates within. Rather than being replaced by AI, the Planner becomes more central — their judgment governs the system. Good Planners experience GI as an elevation of their craft, not a reduction of it.


3.2 Builder (Executor)

The Builder owns execution. They supervise agentic AI as it generates code, tests, migrations, refactors, and artifacts aligned with the Execution Plan. The Builder ensures fidelity to constraints and resolves ambiguity without slowing flow.

Responsibilities:

  • Drive AI generation of code, tests, and system updates.
  • Maintain scope and constraint alignment with the Execution Plan.
  • Perform first-pass validation before sending work to review.
  • Request clarification from the Planner when ambiguity appears.
  • Keep the pipeline unblocked.

The Builder does not:

  • Make architectural decisions.
  • Expand the problem beyond defined scope.
  • Perform semantic approval (that’s the Reviewer’s domain).

The Builder ensures fast, aligned execution, not invention.

Human Dimension:

The Builder remains deeply technical, but their work shifts from mechanical typing to high-leverage orchestration. Builders apply engineering intuition, debugging skill, and contextual insight to keep AI output aligned with the plan. This role fits engineers who enjoy rapid iteration, problem-solving, and continuous movement. GI gives Builders more agency, not less, because they control flow, resolve ambiguity, and shape the quality of execution. It’s still engineering; it’s just engineering at an accelerated scale.


3.3 Reviewer (Semantic Gatekeeper)

The Reviewer is the final semantic authority before release. Their job is to ensure the output matches intent, respects domain invariants, and is safe to ship. The Reviewer is the only human positioned at the merge boundary.

Responsibilities:

  • Perform semantic review (meaning, correctness, alignment).
  • Validate architectural coherence and invariant integrity.
  • Approve, reject, or request clarification.
  • Oversee release flow across rings (Ring 0 → Ring 1 → general).
  • Trigger severity responses when issues surface (Sev1–Sev5).

The Reviewer does not:

  • Rewrite code manually.
  • Perform mechanical review (AI handles syntax, formatting, lint).
  • Expand scope or re-plan (that loops back to Planner).

The Reviewer protects system integrity, not implementation detail.

Human Dimension:

Reviewers carry the highest level of cognitive responsibility in the system. Their work resembles editorial curation or architectural judgment more than classical code review. This role fits engineers who have strong taste, deep domain understanding, and the ability to see the system as a whole. Review provides a sense of ownership and mastery. The Reviewer protects correctness and coherence, and their decisions directly influence system safety. It is a role defined by trust, not throughput.


3.4 PAT: Integration & Continuous Assurance

PAT is the continuous, asynchronous validation layer. It operates outside the Planner-Builder-Reviewer loop and ensures correctness at the system level rather than the artifact level.

Responsibilities:

  • Exploratory testing that probes domain and system-level edge cases.
  • Regression verification and invariant stress-testing.
  • Monitoring and surfacing defects from production rings.
  • Certifying the system under evolving conditions.
  • Feeding insights back into Planner/Reviewer judgment.

PAT provides long-range stability without slowing the main flow.

Human Dimension:

Exploratory testing requires curiosity, intuition, and an ability to notice the unexpected. AI assists with permutations, but humans define where exploration should go. PAT attracts people who enjoy systems thinking, creative problem-solving, and understanding user behavior. The role remains meaningful because it’s about uncovering emergent issues and guiding the evolution of regression and invariant coverage over time, a task machines struggle with.


3.5 The GI Team

A fully formed GI team consists of:
Planner + Builders + Reviewer + PAT.

This team owns a domain and is accountable for continuous flow, semantic clarity, and system integrity. It operates autonomously within its boundaries and interfaces with other teams only through explicit contracts and invariants.

GI teams are designed to minimize coordination surfaces and maximize velocity within a tight ownership loop.


4. The GI Flow

The GI Flow is the operational core of Guided Intelligence. It replaces the multi-track, multi-ticket churn of Agile with a single-threaded, domain-aligned pipeline:

The purpose of the GI Flow is to:

  • minimize context switching,
  • reduce parallelization,
  • ensure semantic correctness,
  • and keep work moving with continuous velocity.

Backflow is allowed, but tightly controlled. Reviewers play the central role in regulating the system without reintroducing batching or chaos.


4.1 The Forward Flow:

The forward flow is the default, and every aspect of GI is designed to optimize this straight-through path.

Planner → Builder

The Planner produces the Execution Plan, which includes:

  • scope and constraints
  • invariants
  • integration surfaces
  • expected outputs
  • risk notes and ring expectations

Once the Planner approves the plan, the Builder begins execution.

Rules:

  1. Nothing starts until the plan is approved.
  2. Builders work on exactly one Execution Plan at a time.
  3. Context switching is treated as a cost, not a tactic.

The Planner is responsible for semantic clarity before execution, not micromanaging implementation.


Builder → Reviewer

The Builder uses AI to execute the plan:

  • code generation
  • test generation
  • migrations
  • refactors
  • invariant validation

The Builder ensures that the AI stays aligned with the plan and corrects AI missteps early.

Once done, the Builder hands the work to the Reviewer.

Rules:

  1. Builder verifies all mechanical correctness before review.
  2. Reviewer time is sacred — only semantic questions reach them.
  3. Small, clean, focused diffs are mandatory to keep review efficient.

Reviewer → Merge

The Reviewer is the keystone of the GI Flow.

Their responsibility:
Decide whether the work should move forward or move backward.

The Reviewer checks:

  • intent alignment
  • invariant preservation
  • architectural correctness
  • domain boundary respect
  • semantic coherence

If approved, the change is merged immediately and deployed to Ring 0 → Ring 1 with automated checks.

Rules:

  1. Reviewer is the final semantic authority.
  2. Reviewer speed determines domain throughput.
  3. Reviewer rejects are treated as high-priority events.

Reviewers keep the system safe and fast.


4.2 The Reviewer’s Role in System Velocity

Reviewers are the regulators of GI velocity.
Their decisions control:

  • whether work proceeds,
  • whether backflow occurs,
  • whether the domain stops,
  • whether the system remains coherent.

Key principles:

1. Reviewer time is the most scarce and valuable resource. The entire domain’s throughput depends on review capacity.

2. Reviewer feedback must stay semantic. They do not nitpick syntax or style — AI handles that upstream.

3. Reviewer rejects are system-level events. Rejects represent semantic drift or planning defects, not “fix a typo.”

4. Reviewer authority is unambiguous. No democratic review. No multiple approvals. One Reviewer is enough.

Reviewers give GI its structural coherence.


4.3 Backflow in the GI Flow

Backflow is the exception path when the forward flow breaks. GI defines three strict backflow paths, each with rules to minimize chaos.

Path A: Reviewer → Builder (Standard Reject)

Occurs when:

  • the output does not match the plan
  • invariants are violated
  • semantics are incorrect
  • the diff is too large or unfocused

Backflow Path: Reviewer → Builder

Rules:

  1. Builder fixes immediately (no parallel tasks).
  2. Builder clarifies with Planner only if the plan itself is ambiguous.
  3. Reviewer re-review is prioritized over new work.

This keeps rejects local and fast.


Path B: Reviewer → Planner (Plan Rejection) The plan was executed perfectly, but the plan itself is flawed.

Occurs when:

  • Planner misunderstood the intent
  • domain constraints weren’t defined correctly
  • cross-domain considerations were missed
  • Reviewer identifies architectural misalignment
  • output is correct but direction is wrong

Backflow Path: Reviewer → Planner → Builder

Rules:

  1. Reviewer identifies that the Builder did nothing wrong.
  2. Planner revises the Execution Plan, not from scratch, but incrementally.
  3. Builder resumes execution once the updated plan is approved.
  4. Reviewer performs semantic validation only on the updated deltas.

This prevents Builder frustration and avoids full rework.


Path C: Builder → Planner (Builder Blocked)

Occurs when:

  • the plan is ambiguous,
  • a contract is missing,
  • a dependency is unknown,
  • a domain rule is unclear,
  • AI output cannot proceed under current constraints.

Backflow Path: Builder → Planner

Rules:

  1. Builder must stop immediately to avoid drift.
  2. Planner clarifies in minutes/hours, not days.
  3. Builder does not start another plan — no parallel threads.
  4. Reviewers stay uninvolved until Builder completes execution.

This is the most common backflow and the cheapest to resolve if done early.


4.4 Blockers and Dependencies

GI classifies blockers into four types:

1. Domain Internal — resolved by Planner

2. Cross-Domain Contract — resolved by respective domain Planners

3. AI Execution Limitations — resolved by Builder or Planner

4. Sev5 System Blocker — stops the line for the domain

Each has a controlled resolution path.


4.5 Minimizing Parallelization and Context Switching

GI enforces minimal multipath execution:

  • Builders work one plan at a time.
  • Planners focus on one semantic framing at a time.
  • Reviewers handle one review at a time.
  • Backflow is resolved before new forward work begins.
  • Domains operate autonomously, not interdependently.

This structure is essential — parallelization under AI acceleration creates thrash, ambiguity, and compounding semantic errors.

GI is intentionally depth-first, not breadth-first.


4.6 End-to-End Flow Summary

The GI Flow can now be defined precisely:

  1. Planner creates the Execution Plan
  2. Builder executes with AI
  3. Reviewer semantically approves
  4. Merge + deploy to Ring 0 → Ring 1
  5. PAT validates the running system asynchronously
  6. Backflow occurs only when semantics break
  7. Sev5 stops the line; otherwise, flow continues

Forward flow is default. Backflow is structured and minimal. Parallelization is discouraged by design. Reviewers are the keystone.


5. Intent Modeling and the Product Interface

Guided Intelligence (GI) defines the internal mechanics of software creation, but it does not define how an organization decides what to build.

Every organization has its own structure for generating ideas, prioritizing features, managing stakeholders, and defining strategy. GI does not replace these functions. Instead, it introduces a single unified input format — the Intent — through which all upstream decision-making is transformed into clear, actionable work for the GI pipeline.

This section defines how Intent Modeling works, how organizations generate and manage intents, and how Planners (Architects) convert them into atomic, deployable Execution Plans.


5.1 What Is an Intent?

An Intent is the primary input to the GI Flow. An Intent is a structured expression of “what the system should achieve,” without dictating “how to do it.”

An intent includes:

  1. Desired outcome (business, user, or technical)
  2. Constraints (time, risk tolerance, rollout strategy, UX boundaries)
  3. Scope boundaries (what is explicitly out of scope)
  4. Acceptance signals (how the organization will know the intent is fulfilled)
  5. Any supporting artifacts (design mocks, data tables, copy, diagrams)

Intents are not user stories They do not decompose into tasks. They do not predefine architecture They do not specify implementation steps.

An Intent states the “why” and “what,” while the Planner defines the “how.”


5.2 Types of Intents

Organizations produce several distinct categories of intent. All map into the same GI interface, but originate from different sources.

1. Business Intents

Originators: Leadership, product management, strategy teams
Examples:

  • Launch a new subscription tier
  • Improve checkout conversion
  • Enable international shipping

2. Design Intents

Originators: UX, designers, brand teams
Examples:

  • Introduce a new visual hierarchy for onboarding
  • Replace the navigation system
  • Update accessibility patterns

3. Marketing Intents

Originators: Marketing, Growth, Revenue
Examples:

Instead, GI requires only:

  1. A single Intent Queue per domain
  2. A clear hierarchy of intent authority
  3. A defined ownership structure for approving/rejecting intents

Examples of organizational intent flow:

  • Lean Startup: CEO → PM → Planner
  • Mid-size org: Strategy → Product → Design → Planner
  • Enterprise: Portfolio → Program → PM → Architecture → Planner
  • AI-Native org: Product AI Agents → Human PM → Planner

The GI operating model intentionally leaves this flexible.
The only requirement:

By the time an Intent reaches the Planner, the business must have already decided what they want and why.

The Planner should never be forced to interpret ambiguous or contradictory business directives.


5.4 The Planner’s Responsibility in the Intent Model

Once an Intent enters the GI domain’s queue, the Planner’s job is to:

  1. Interpret the intent semantically
  2. Define domain-specific boundaries and contracts
  3. Resolve cross-domain dependencies with other Planners

The Planner does not:

    Negotiate with individual contributors

Their job is to translate intent into architecture — nothing more.

A single intent may result in multiple Execution Plans, but every Execution Plan must be:

  • Atomic: Can be shipped independently
  • Testable: Has clear invariants and observable success signals
  • Deployable: Move through Ring 0 and Ring 1 on its own
  • Reversible: If it fails, it can rollback without entangling the broader intent

Atomicity is the foundation of continuous flow. Large intents (e.g., rebuild the entire onboarding system) may result in dozens of small, individually shipped Execution Plans.

This maintains velocity while preventing architectural collapse.


5.6 Intent Throttling and Capacity Signaling

Intents flow downward; capacity signals flow upward.

When the domain has intent scarcity:

  • Builders may incorporate technical intents proactively
  • Planners can address long-term architecture
  • PAT-driven improvements rise in priority

When the domain has intent abundance:

  • The Planner publishes “velocity constraints” upstream
  • PMs reorder or re-scope work
  • Non-urgent intents pause

The rule is:

The Planner controls work entry to protect velocity.

No stakeholder, including PMs, can push work into the GI Flow beyond what the Planner authorizes.

GI is only concerned with:

Everything upstream (product strategy, PM processes, fiscal planning, stakeholder management, roadmaps) remains the company’s responsibility. GI replaces the production layer, not the decision-making layer. What changes is the format, not the hierarchy.

Safety in GI is not enforced by slowing work down. It is enforced by multiple independent layers, each optimized for speed and minimal blast radius:

These run automatically on every build.

Invariants in particular become the backbone of system safety. They encode:

  • data-shape assumptions.

The system cannot merge if these break.


6.2 The Reviewer Semantic Gate

The Reviewer is the final human gate before release.
Their job is not to do line-by-line code review—it is to ensure:

  • the change matches Planner intent,
  • invariants are respected,
  • the domain remains coherent,
  • no cross-team boundaries are violated,
  • no hidden semantic regressions exist.

They protect meaning, not syntax.

Once the Reviewer approves, the change moves instantly to deployment.

After deployment, changes are continuously monitored across:

  • custom alarms.

Monitoring is automated and always on.

Severity, not process, governs flow control.

  • issues are scheduled with appropriate urgency,
  • flags may be adjusted,
  • no batching or release pause occurs.

The system stays fast because only Sev5 events break flow.

The GI safety architecture ensures:

  • small changes ship continuously,
  • large issues are contained early,
  • no single layer must be perfect,
  • velocity never depends on batching or manual QA,
  • stability increases as rings + flags + PAT create overlapping protections.

GI is designed so that speed and safety reinforce each other, not trade off.


6.8 PAT as Asynchronous System Validator

PAT runs in parallel to the GI Flow. It examines the current deployed system (Ring 0, Ring 1, and general release) rather than gating individual PRs or waiting for a batch of merges.

Its responsibilities include:

  • conducting exploratory testing across surface areas,
  • verifying cross-domain integration and workflows,
  • probing ambiguous or unpredictable edge cases,
  • testing real user scenarios end-to-end,
  • maintaining regression packs that evolve over time,
  • validating domain invariants in broad contexts.

PAT is continuously learning where problems emerge and adjusting its test vectors accordingly.


6.9 Ring 0 and Ring 1 Testing

PAT targets the system at the appropriate ring:

  • Ring 0 for new features, migrations, and high-risk changes.
  • Ring 1 for limited real-user exposure and live integration behavior.
  • General release for long-running stability and regression drift.

PAT does not decide whether changes enter these rings; ring transitions are automatic.

PAT determines whether issues discovered in these rings should escalate into the severity model—and whether the system should pause.

These regression packs run continuously across rings and provide stable signals for drift detection.


6.11 Interaction with the GI Pipeline

PAT interacts with flow through the severity model, not through pre-release gating.

The interaction pattern is simple:

  1. PAT discovers an issue.
  2. PAT assigns an appropriate severity (Sev1–Sev5).
  3. That severity dictates how the GI pipeline responds:
  • Sev5 → stop-the-line; freeze merges; rollback/flag-off; fix immediately.
  • Sev3–4 → flow continues; issue logged and prioritized; optional domain-level constraints applied.
  • Sev1–2 → logged; scheduled; no impact on flow.

PAT never becomes a bottleneck because it never holds a batch waiting for signoff.

Its influence is interrupt-driven, not gate-driven.

  • mapping unexplored state spaces,

This ensures that the safety net scales with system complexity without slowing flow.


6.13 PAT Completes the Safety Stack Without Slowing Velocity

PAT’s value comes from:

  • breadth (full-system validation),
  • continuity (always on),
  • independence (no batching),
  • authority (Sev5),
  • adaptability (test evolution),
  • and its asynchronous nature.

It forms the final safety layer—not by blocking releases, but by monitoring and validating the running system and injecting corrections only when necessary.

This gives GI its defining property: Velocity is continuous. Safety is continuous. The only time flow stops is when the system must be protected.


7. GI Domains, Tracks, & Architectural Boundaries

GI achieves velocity by structuring engineering responsibility into a clear, hierarchical geometry. The Planner governs an entire Domain, while Builders and Reviewers develop certified expertise along one-dimensional Tracks, and Execution Plans target precise two-axis intersections called Cells. This structure eliminates ambiguity, clarifies semantic authority, and enables predictable execution at high speed.


7.1 What a GI Domain Is

A GI Domain is the complete semantic and architectural surface owned by a single accountable Planner. It contains every product capability, every technical layer, all invariants, all internal contracts, and all Cells where execution occurs.

Multiple Planner-eligible engineers may co-plan, cover, or rotate in, but semantic accountability for the Domain rests with one person at any given time.

A Domain is defined by two orthogonal Tracks:

  • Capability Tracks (vertical): what the product does
  • Layer Tracks (horizontal): where and how the product executes

The full Cartesian product of these Tracks forms the Domain grid. The Planner’s responsibility is total: invariants, decomposition, cross-track coordination, and Cell correctness across the entire Domain.


7.2 Tracks: The 1D Units of Expertise

A Track is a one-dimensional lane of responsibility. Tracks define coherent areas of skill, judgment, and semantic understanding.

  • Capability Tracks represent vertical product areas
    (e.g., Mapping, Identity, Notifications, Checkout)
  • Layer Tracks represent horizontal technical layers
    (e.g., Mobile UI, Cloud API, Data, Firmware)

Tracks serve three purposes:

  1. Staffing — Builders and Reviewers are certified per Track.
  2. Expertise Boundaries — semantic knowledge is structured and legible.
  3. Execution Routing — the Planner uses Track certification to determine who can execute which cells in the grid.

Tracks do not represent execution endpoints, they represent domains of human expertise.


7.3 Cells: The 0D Units of Execution

A Cell is the atomic responsibility point inside a Domain. Each Cell is defined by:

Cell = Capability Track × Layer Track

A Cell represents a precise semantic location where:

  • an Execution Plan lands
  • a Builder performs deterministic execution
  • a Reviewer applies semantic judgment
  • invariants attach and boundaries are enforced

Cells are the smallest unit of correctness in GI.

Rules:

  • Execution Plans target a single Cell unless explicitly decomposed.
  • Review authority is defined at the Cell level.
  • Invariants are expressed at Cell boundaries.
  • Cross-cell work must pass through the Planner.

Cells create the atomicity necessary for high-velocity flow without semantic sprawl.


7.4 Planner Authority Across Tracks and Cells

The Planner governs the entire Domain, which includes:

  • all Capability Tracks
  • all Layer Tracks
  • every Cell formed by their intersection

Planner responsibilities:

  1. Cross-Track Coordination
    The Planner resolves interactions, contracts, and dependencies across Tracks.
  2. Cell-Level Decomposition
    Execution Plans are decomposed so each Cell has a single, well-scoped plan.

    Interactions across Domains happen Planner-to-Planner, not Builder-to-Builder.

The Planner is the only role with vertical + horizontal authority.

Accountability is not the same as solo work. The accountable Planner may delegate planning sub-work to Planner-eligible peers, co-plan large initiatives, or rotate the role for coverage. What cannot be shared is the final architectural call — at any moment one person carries the call for the Domain.


7.5 Staffing Through Tracks

GI staffing depends on Track certification, not arbitrary team structures.

Certifications grant permission, not assignment. A person certified to perform Builder work on a Track and Reviewer work on the same Track may pick up either kind of task from the queue as the team needs. Specialization is allowed; pigeonholing is not. The only hard work-level constraint is per-artifact separation of duties — you cannot review your own Builder output.

Builder Certification

Builders become certified on one or more Tracks.
Certification requires:

  • semantic fluency within the Track
  • ability to execute AI plans accurately
  • familiarity with invariants across Cells within that Track
  • capacity to handle all cells that involve the Track

Reviewer Certification

Reviewers hold deeper semantic mastery:

  • multi-Track fluency
  • understanding cross-Cell implications
  • judgment about invariant correctness
  • ability to detect semantic drift

Reviewers are not Cell-certified—they are Track-plus oversight certified.

Path to Planner

A Builder/Reviewer becomes Planner-eligible after:

  • certification across all Tracks in a Domain
  • demonstrated cross-Track reasoning
  • understanding of domain-wide invariants
  • proven ability to manage Cell interactions holistically

7.6 Why the Track–Cell Model Matters

GI relies on semantic clarity to maintain velocity. Track–Cell structuring provides:

Cells create predictable architectural edges. GI enforces:

  • no edits to a Track without Builder certification on that Track
  • no approvals on a Track without Reviewer certification on that Track
  • no review of one’s own Builder work on the same artifact (separation of duties)
  • cross-Cell changes routed through the accountable Planner
  • explicit contracts between Cells and Tracks
  • invariants as first-class boundaries

This prevents multi-team sprawl, ambiguity, and semantic entropy.

It also defines where junior engineers fit in a high-velocity, AI-native environment.

GI teams are small, domain-focused, and structured for semantic clarity—not headcount.


8.1 How a Traditional Team Transitions to GI

Most Agile teams currently rely on:

  • product-driven ticket decomposition,
  • engineers implementing tasks manually,
  • code review bottlenecks,
  • QA as a release gate,
  • sprint cycles as batching mechanisms,
  • senior engineers resolving ambiguity reactively.

GI collapses this structure into a continuous, semantic pipeline:

  • one Architect per domain defines direction and constraints,
  • Builders execute via agentic AI,
  • Reviewers provide the final semantic gate,
  • PAT validates the running system asynchronously,
  • releases move continuously through rings.

Transition typically follows three steps:

Step 1 — Replace multi-person code review with a single semantic gate

The Reviewer becomes the sole human approver.

Step 2 — Move decomposition into the Execution Plan

Planner + AI generate the plan; Builders no longer break tasks manually.

Step 3 — Replace QA gating with PAT + ring deployments

Releases become continuous; QA becomes a system-level function.

These steps alone increase throughput dramatically, even before staffing adjustments.


8.2 Staffing and Experience Levels

GI teams are intentionally small. Execution is cheap; semantic clarity is expensive.

Role names below describe modes of work, not job titles. A given engineer holds certifications that grant permission to perform one or more modes; teams self-allocate across the queue accordingly (see §7.5). Sizing guidance lives in §8.3.

Architect (Planner)

Experience: Senior, Staff, or Principal
Role: Semantic owner of the domain
Responsibilities:

  • define invariants, direction, and constraints,
  • produce Execution Plans with AI,
  • make architectural and domain-level judgments,
  • coordinate cross-domain contracts,
  • ensure long-term coherence.

The Architect is the single accountable point of semantic authority, not a bottleneck for execution. Planner-eligible peers may co-plan or rotate in; accountability stays with one person.

Builders

Experience: Mid-level to senior
Role: Flow drivers

Responsibilities:

  • use agentic AI to generate code/tests/migrations,
  • ensure fidelity to the Execution Plan,
  • debug and validate AI output,
  • resolve ambiguity quickly,
  • keep the pipeline moving.

Builder work is performed by any engineer holding Builder certification on the relevant Track. Builders are the primary throughput engine; in practice most teams have engineers who lean toward this mode.

Reviewers

Experience: Senior ICs or engineers with strong semantic skills
Role: Final semantic gate
Responsibilities:

  • intent alignment,
  • architectural correctness,
  • invariant enforcement,
  • approval or rejection of Builder output,
  • overseeing ring promotions and severity classification.

Reviewer work is performed by any engineer holding Reviewer certification on the relevant Track, subject to per-artifact separation of duties (you cannot review your own Builder output). More Reviewer capacity than Builder capacity is intentional — review throughput is the ceiling of a GI system.

PAT Engineers — shared across domains

Experience: Hybrid QA/Engineering or strong exploratory testers
Role: System-level stability
Responsibilities:

  • exploratory testing across rings,
  • regression maintenance,
  • invariant stress-testing,
  • reproducing Sev3–5 issues,
  • feeding severity signals back into the pipeline.

PAT safeguards the system without blocking releases.

Junior Engineers — Integrated Through Pairing + PAT

Juniors remain essential in GI, but the nature of their work changes. They learn through semantic apprenticeship, not repetitive implementation.

Juniors contribute in three ways:

  1. Execution pairing — shadow Builders, assist in debugging, learn constraint fidelity.
  2. PAT participation — exploratory testing, regression development, scenario validation.
  3. Incremental Builder tasks — small, well-scoped execution tasks under supervision.

The GI career ladder becomes:

PAT → Builder pairing → Builder → Reviewer → Architect

This model accelerates junior growth by giving them system context early and removing low-value mechanical grunt work.

Human Dimension of Staffing:
GI’s staffing model is designed around the strengths, motivations, and growth paths of real engineers. Each role emphasizes a different cognitive mode: architectural reasoning, rapid problem-solving, semantic judgment, or exploratory intuition. This structure preserves the parts of engineering that remain fundamentally human — understanding context, making tradeoffs, exercising taste, and learning from ambiguity.

For senior engineers, GI elevates responsibility rather than reducing it. Reviewers and Planners step into roles that emphasize judgment and system stewardship. For mid-level engineers, the Builder role becomes a high-agency, high-velocity environment where they can develop taste, decision-making, and debugging intuition faster than in traditional models. For junior engineers, GI maintains a clear apprenticeship path through pairing, PAT involvement, and exposure to high-quality AI-generated patterns. They learn not by writing boilerplate, but by understanding semantics, tracing invariants, and participating in exploratory work where intuition is built.


8.3 Resource Allocation Model

Headcount is emergent, not prescribed. A Domain is sized by its track count, its flow demands, and the structural ratios below — not by a fixed roster.

Minimum viable Domain team:

  • 1 accountable Planner
  • at least 1 additional Planner-eligible peer (cover and co-planning)
  • enough Builder + Reviewer certified capacity to keep flow unblocked across the Domain’s Tracks
  • at least 1 PAT contributor (often shared across Domains)

Structural ratios that matter:

  • Reviewer capacity ≥ Builder capacity (the throughput ceiling)
  • roughly 1 PAT contributor per 3–5 active Builder seats
  • ≥ 2 Planner-eligible engineers per Domain (bus factor on accountability)

This structure gives the system:

  • strong semantic direction,
  • sufficient execution capacity,
  • ample review throughput,
  • robust system validation,
  • room for talent development.

The ratios scale linearly across domains without collapsing under coordination overhead.


8.4 Phased Adoption Strategy

Organizations do not need to flip to GI overnight. A phased rollout ensures smooth transition:

Phase 0 — Define Domains and Assign Architects. Establish invariants, boundaries, and contracts.

Phase 1 — Introduce Planner/Builder/Reviewer roles. Reassign responsibilities, reduce role bleed, and adopt Execution Plans.

Phase 2 — Adopt Ring Deployments + Continuous Release. Eliminate release windows and sprint hardening phases.

Phase 3 — Shift QA to PAT Mode. PAT becomes continuous system validation, not gating.

Phase 4 — Scale Semantic Oversight. Increase Reviewer capacity, refine AI agents, expand invariant coverage.

Each phase unlocks immediate velocity and clarity improvements.


8.5 Tooling Requirements (Agents, CI, Observability, Invariants)

GI requires:

  • agentic AI for planning + execution,
  • Execution Plan templates and workflows,
  • CI pipelines enforcing tests and invariants,
  • automated ring deployment (Ring 0 → Ring 1 → general),
  • observability (logs, metrics, tracing, anomalies),
  • PAT-operated regression suites,
  • lightweight semantic review interfaces.

Optional but recommended:

  • AI anomaly detection,
  • domain invariant frameworks,
  • cross-contract diff analyzers,
  • auto-rollback tools.

Tooling amplifies semantic capacity and minimizes mechanical overhead.


8.6 Cultural & Organizational Prerequisites

GI only succeeds when organizations adopt these principles:

  • semantic clarity is the new bottleneck,
  • batching destroys velocity,
  • role boundaries prevent ambiguity,
  • review throughput is the gating function,
  • PAT is continuous, not a release gate,
  • architects own domains end-to-end,
  • AI handles mechanical work.

Teams that resist these principles regress into “AI-assisted Agile”—the worst of both worlds.
